F.C. O'Neill, Scriven and Associates Limited is a Consulting Engineering Firm who specializes in the Electrical and Mechanical Building Sciences. As such, it is the Firm of longest standing in Nova Scotia. Throughout Atlantic Canada, their services have been employed in over 4,000 commissions spanning 55 years. The complexity and diversity encountered has developed the experience essential for quality services and successful projects.

First incorporated in 1954, F.C. O'Neill and Associates has grown in size and technical capability along with the general growth and development in the Atlantic Provinces.

James A. Scriven, P. Eng. joined the Firm in 1965 and became Vice-President in 1967, before incorporation under the present name of F.C. O'Neill, Scriven and Associates Limited.

Lloyd A. Schofield, P. Eng. and Glenn H. Brunt, C.E.T. became Directors of the Firm in 1980.

In 1988, the Company expanded by opening a branch office in Sydney, Nova Scotia, where Mr. Robert L. Rudderham, P. Eng. ably fills the position of Branch Manager.

In 1993, Lloyd Schofield and Glenn Brunt became the senior officers of the Company as President and Vice-President respectively. In 2005, Mr.'s Glen Rockett, P. Eng., Scott Moore, P. Eng. and David Parkinson, P. Eng. became principals of the firm.

A talented and experienced team of professional engineers, backed by certified engineering technologists, enables the Firm to successfully tackle highly sophisticated projects requiring a multi-disciplined approach.


A history of work with energy related projects has given the Company a knowledge and reputation for achieving maximum energy efficiency and more recently the firm has been selected for a number of commissions where sustainable and integrated design have been requisite.

The Company's field of activity includes: power generation and distribution, illumination, building systems, communications, municipal services, heating, ventilation, air conditioning, refrigeration, central heating and cooling plants, construction supervision, investigations, and reports.

The engineering requirements for commercial and industrial development in Atlantic Canada vary widely. Indicative of the Company's ability to meet this broad range of needs, it has successfully carried out the design of energy control systems in public buildings, mechanical and electrical design in hospitals, hotels, marine facilities, publishing plants, schools, colleges, universities, bridge lighting, traffic control systems, penitentiaries, aircraft hangars, convention and entertainment facilities, manufacturing and processing plants, to name but a few.

The Firm includes personnel with specialized credentials such as a lighting designer who is certified by the National Council on Qualifications for the Lighting Professions (LC designation), an engineer who is also a Registered Communication Distribution Designer (RCDD designation), three C.E.T.'s who are LEED Accredited Professionals and a mechanical engineer who also holds a Masters Degree in Fire Protection Engineering. Our staff perform all of the calculations and simulations necessary for compliance with the Model National Energy Code and have had great success in obtaining the maximum CBIP grant available, for most of our recent projects.
